გურიის რევოლუციური მოძრაობის დროს სოციალ-დემოკრატიული პარტიის მიერ საყოველთაო, პირდაპირი, ფარული და თანასწორი ხმის მიღებით ოზურგეთის მოურავად აირჩიეს. ის იყო პირველი სოციალ-დემოკრატი ქალაქის თავი მთელ რუსეთში. პარტიის დახმარებით ქალაქის საქმეები თვითმმართველობის საფუძველზე მოაწყო. საზოგადო მოღვაწე, პირველი სოციალ-დემოკრატი ქალაქის თავი.
