International Regulation of Migration

International regulation mechanisms of world migration processes are discussed in the work. During the latest years the migration of the population reached unbelievable scale. There has been mentioned in 2002 year's report of International Migration Organization, that the expending population as immigrants has already run up to 175 million men. Only in 1999-2000 the number of immigrants increased by 21 million men. It's natural that such growth of the migration frequency requires particular attention of International Community. On the purpose of regulation of the denoted problem many international conventions, declarations, pacts, two or many-sided agreements and other acts were made. Due to this, the particular importance has the declaration of human rights made on 10th December 1948; the international pact on civil and political rights made on 16th December, 1966; the conclusion act of Helsinki Council of Security and Collaboration in Europe made on 1st August , 1975; the convention on refugee status made on 28th July 1951; the record on refugee status made on 31st January 1967; the convention on the status of the persons having no citizenship made on 28th September 1954; the convention on reducing the amount of the persons having no citizenship made on 30th August 1961; the convention on defending the rights of all the working migrants and their family members made on 18th December 1990; the constitution of International Migration Organization made on 20th May 1987 and etc.

International acts determine the main rights and independence of migrants as well as the cardinal principles that have to be necessarily defended during regulating migration processes and give the appropriate recommendations considered by the countries, Georgia among them while forming the existent legislation in this field. Besides, in these acts there is underlined that recognition and defense of migrants' rights don't mean to consolidate disorder and illegal migration, denying fighting with terrorist and other criminal migration groups. Due to this, the regulation of the migration processes must be accomplished by means of strict control and realization of National Legislation demands of the countries.
