The article examines the theoretical and methodological approaches of the classification and typology of criminality. It also considers the main criminological characteristics which precondition the deviant behavior of the person in definite time and space.

While measuring the statistic data of international criminality the author provides the analysis of the factual criminality events on the basis of critical approach to the methods. He provides the examples of the Georgian reality. These are the events that are not included in the observation area of the appropriate bodies and thus are regarded to latent part of the social event.

On the basis of the Criminality and Criminal's classification and the main criminological characteristics, considered and generalized in the article, the author proves that the criminal is the event characterizing all kinds of social-0economic and political system. Besides the general "permanent" causes of these events, there are the specific causes resulting from historical, economical, political or social conditions and some individual conditions among them.
