This work contains mythological and methodical foundations for application of active aggregates to the formalization problem of the aggregation and redistribution functions in the cases of non-implicit (fuzzy) formalization of information in the organizational and intellectual systems.

For obtaining the integral interconditional process of taking decisions at all levels as a graphic model of our hierarchical system combinative methods of mathematical modeling and programming is used.
