When the USA was looking forward to the beginning of prolonged peace, the "Cold War" began and it came to the end when USA was taking measure for wartime confrontation. These changes were connected with two persons: R. Reagan and M. Gorbachov. Both of them deeply believed in their own victory. There are existed enough differences between these two "unexpected" partners. Reagan was well aware of the power his society owned, whereas Gorbachov had no connection with it.
The fatal mistakes of the Soviet leader led the system to its quick destruction. They lost all the balance and were unable to appraise the merits and possibilities of their own system properly.
In the beginning of the 80's the Soviet Union appeared to be in the extremely undesirable satiation. First of all the economical development of the Soviet system lost its usual rates. It was in need of the reforms and solid financial inspections. In such conditions it wouldn't be effective to enlarge the military potential of the country. The situation became very severe in Poland, where the "Solidarnost" got more and more influential and its leader L. Valensa expressed his anti-Soviet and anti-Russian position. The complicated political situation caused the immense changes in the government. During some years four General Secretary were changed. The situation was very profitable for the USA. The American historian Shveitzer said: "КГБ knew everything but it didn't realize what it meant. The Soviet Union was killed and it was not defended by the person who was to defend it".
