Social Change and Public Progress

The modern epoch is characterized by radical changes in all spheres of reality; an acceleration of social changes is to be observed. The social changes are caused by many factors, and the effect of each of them depends on the place and time. It is impossible to assume one of the factors as a determinant of the social development of humanity. One factor can be determinative only at one of the stages or in a separate society. The progress of a society is an infinite process. It is not a characteristic of any accomplished process. Progress is a unity of relative and absolute: the development of historical events is relative; however, at every stage of this process something absolute is realized. That is the rule of social progress. Progress is evaluated in accordance with the degree of freedom of personality.
