Georgia today is a different country from whot it was in the 1980's, when it was possible to really the masses in support of national indefendence and democracy: the mass enthusiasm of those days will be difficult to resover. Today, it is essential to focus on the more mundane task of developing effective institutions. This, however, means singling out and building upon those hopeful signs that express themselves in the life of the society.
