The premises of "Al-Caida" creation and the stages of its development in 1988-1996 are analyzed in the article. The role of Ben-Laden in the creation of the Islam Terrorist Organization is indicated. There are also analyzed the reasons why certain governments have not interrupted Ben-Laden to create "Al-Caida" in 90s.

The activities of "Al-Caida" at the primary stage of its creation – in 1988-1991 are analyzed separately. It is noted that at this stage the founders and representatives of "Al-Caida" actively moved through the continents of Europe, America, Africa, they established contacts with the Islam Communities, Islam Extremist and Terrorist organizations existing there, attracted finances. At the same time "Al-Caida" began to send its representatives in the countries where the Muslims movements were getting reinforced. Since 1990-1991 Near East, Africa, middle of Persian Gulf and the countries of South-Western Asia have become the spots of local, permanent conflicts for "Al-Caida" Mojaheds.

It is indicated that the 2^nd stage of "Al-Caida" development begins since 1991 e.g. after Ben-Laden's settlement in Sudan. The structure, strategy and tactics of "Al-Caida" in the period of Sudan are analyzed. It is proved that in 1991-1994 "Al-Caida" tested, improved the terrorist tactics, methods, skills of precursor terrorist organizations practically, acted by centralized organizational structures. It is underlined that it was in the Sudan period when the analytics of "Al-Caida" have elaborated the tactics of psychological preparing of the terrorist suicides – Shahids and of their usage in terrorist acts.

It is noted that in 1995-1996 "Al-Caida" actively began opening military-training camps in different regions of the world. By the end of “Sudan Period" the training camps appeared in Egypt, Alger, Saudi Arabia, Tunis, Jordan, Iraq, Lebanon, Morocco, Somali, Eritrea, Chechnya, Dagestan and in Georgia as well. In Sudan Period "Al-Caida" members have improved the coordination systems of the terrorist groups acting in different countries. They have established the general tactics of terrorist attacks.
