Historically there was non-homogeneous attitude to democracy. There were thinkers who made efforts to idealize democracy to prove its priority by its comparing with all other forms of political management. There were opposite conceptions too, but these latter should not be considered as the opinion of individuals of autocrat or despotic mentality aggressively disposed to management of demos. Democracy, as a product of human creative activity was not characterized by perfection from the very beginning. The process of its building started back in antique era and it has not been completed yet, since reality is too far from ideal democracy. Therefore critical attitude of thinkers to the existing theories about democracy are considered by us as an attempt to expose the flaws inherent to it, which should be taken into consideration in the process of building of democracy. The great Spanish philosopher, pillar of modern European intellectualism Jose Ortega y Gasset belongs namely to such thinkers. The article gives general review of one of his masterpieces "Revolt of Masses". We tried to show what were the grounds which made the great philosopher to define not the signs of social progress conditioned by the democratic order in political life of Europe and Russia of his time but by the threat of repeating of barbarian past of the humanity in the society arisen revolting namely against that order.
