In the article the changes in the Al-Kaida strategy and tactics in 1996-2001 are analyzed. It is indicated that America and occidental world has not paid attention to the foundation of "Al-Kaida" in Afghanistan in 1996.

There is expressed an opinion that it was the winning tactical run to found "Al-Kaida" in Afghanistan. AT the same time the period of being in Afghanistan was the main stage of great changes for "Al-Kaida" to become the international terrorist organization. And it is concluded that it was exactly in 1996-2001 when the system of programming and financing military-training camps, terrorist preparation of Al-Kaida has gained the complicated form.

It is indicated that in Afghanistan "Al-Kaida" not only prepared the fighters, or planned and realized the operations, but easily managed to establish relations with the terrorist organizations and groups of other Islam fundamental directions. There is expressed the opinion that "Al-Kaida" strategy may be divided into two stages for the mentioned period: 1st period – 1996-1998 and 2nd period – 1998-2001. It is also mentioned that the tactics of "Al-Kaida" has been changed in this period, namely from 1998. If in early days the terrorist acts were fulfilled by "Al-Kaida" centralized structures, now the Mojaheds learned in "Al-Kaida" camps come to arena in Afghanistan. They begin terrorist activities independently from "Al-Kaida" structures.

There is made a conclusion that terrorist acts and partisan actions taking place in the remote corners of the world are always discussed by Eastern means of mass information. Such an action of occidental world's greatest TV-companies and generally of Mass Media always is equal of guiding free informational war against "Al-Kaida".
