Elections as the Political Sign

The constitution is the system of legal norms, which should regulate the application of powers by the governmental bodies, but the powers don't realize the self-control over the observance of those norms similar to the criminal who will not demand from his own self the observance of norms stipulated by criminal law. Therefore people, more concretely, the civic society must realize control over constitutional norms. Elections are the political sign of people, which precedes the revolt, people's action directed towards extirpation of violation of constitutive norms by the powers. This is the refusal of the society to hand over the powers to any definite political force. In case of its neglect, the progress of events, in adequate conditions will pass to revolt, since the next step to the "no" said to the powers by people - is the revolt. The level of virtues of the powers should not be "measured" by the acceptance of few individuals, by the will of any definite member of the society. The principle of management by majority implies that coming of any political force to the powers depends on its "political weight" or the quantity of votes received in elections, while elections, for powers play the role of "scales", that is the neutral, unbiased factor, which must present "political weight" of a relevant candidate not so as it fits that candidate, but as it is in reality.
