Among student's groups in the modern higher school the differentiation of political culture of a different level takes place. In particular, the spectrum of political culture varies from full indifference up to excessive activity and interest in political processes.

Work of the higher school will not bring desirable results if pedagogical process will not be constructed in view of above-stated.
