The work entitled "Human Resources Management in Public Service" aims at providing readers with necessary basic information on the main conceptual issues linked to the human resources management.
The goal of the book is to provide practical help for public service staffers in the state and local self-government organs funded from the budget (political state functionaries, state officials, support personnel, and part-time personnel) on issues linked to the restrictions on their legal status and other issues related to the service.
The book comprises codified legal and standard acts that are in force currently (by October 2001), the methodical materials prepared by the Public Service Bureau at the State Chancellery of Georgia and the Psychometric and Advisory Association that are supposed to assist human resources services of state organisations and the state employees working there in elaborating and implementing correct strategies in the field of human resources (selection, appointment, promotion, evaluation, and training).
In this complicated transitional period of the formation of the Georgian state, a qualitatively new system of human resources management is simultaneously created in the public service, along with the formation of methodological approaches to human resources management and elaboration of new principles and requirements. It is natural that this requires regular training of the personnel employed in the field and production of different literature regarding the main principles of human resources management. The publication of "Human Resources Management in Public Service" is the first attempt in Georgia from this viewpoint.
