The article gives the analysis of that unbearable social situation, which practically opened ways to criminalization of the society on the boundary of the 20th-21st centuries. The inability of state bureaucratic machinery to regulate the operation of state and private property has become a determining factor for criminalization of society. The clannish groupings adherent to state structures appropriated, often in a fraudulent way, the national property. All these played a key role in throwing formidable economic and social obstacles in the way of building of civil society we are striving for. But, under the conditions of current governance system, it is more unlikely that we will build such society any time soon.

The article states that the analysis of social structure of society should be made by a holistic approach based on an in-depth analysis of its components. The author’s opinion relies on the fundamental provisions of sociologists such as H. Spenser, T. Parson, R. Merton, M. Weber and others. In the contemporary sociology, in general, and in the social-class differentiation, in particular, the values assume paramount importance. In consideration of these values, the social-stratification analysis of the Georgian society shows that it is far from the structure typical for the civil society. Under the conditions of market-economic relations, the social differentiation is becoming more and more distinct, with growing opposition between classes and social groups and ever increasing difference between the upper and lower classes in terms of incomes. All these may lead to a serious social threat in the future.
