The main purpose of the article is to reflect civil sector and democratization process interactions with focus of development of political institutes, which promotes development of the society however the strengthened civil society will significantly define the level of democracy. Therefore these two processes are in tight contact. The article considers the ten democratic functions of the civil society and the core values which are of high heft either for democracy or for existence of civil society.
